The HR Division comprises Recruitment, HR Planning and Policy, Talent Management, HR Analytics and Transformation, HR Operations, Performance & Rewards and HR Business Partners.

The HR Planning function oversees organisation-wide manpower planning and establishment management to ensure workforce resources are aligned with organisational priorities and business needs.

 

Purpose:

Support the organisation’s manpower planning and establishment management processes by partnering stakeholders to plan, monitor and optimise manpower resources.

 

Key responsibilities:

Manpower Planning and Establishment Management

  • Partner stakeholders to plan current and future manpower requirements.
  • Manage establishment changes, including the creation, review and optimisation of positions, in line with approved headcount and organisational priorities.
  • Support organisational structure reviews for new initiatives and growth areas and identify opportunities for optimisation.
  • Maintain accurate organisation structure and establishment records.

 

Manpower Budget and Resource Management

  • Partner Finance and stakeholders on budget-based manpower planning and resource allocation.
  • Monitor manpower establishment, staffing levels and manpower expenditure to support the effective resource allocation.
  • Track manpower movements, including recruitment, transfers and attrition, to support workforce planning and reporting.

 

Workforce Reporting & Analytics

  • Support the review and implementation of manpower policies and frameworks.
  • Monitor the distribution and utilisation of manpower resources across divisions and entities.
  • Analyse workforce trends and provide insights to support planning and management decision-making.
  • Prepare manpower reports, statistics and submissions for management, public service and national manpower surveys.

 

Job Requirements:

  • At least 3 years of relevant experience in HR and/or manpower planning, or a related field.
  • Strong analytical, problem-solving and numerical skills, with the ability to interpret workforce data and translate insights into practical recommendations.
  • Good stakeholder management and communication skills, with the ability to build effective working relationships across the organisation.
  • Proficient in Microsoft Excel; experience with data visualisation tools would be preferred.
  • Meticulous, resourceful and organised, with strong attention to detail and ability to manage multiple priorities.
  • Self-motivated team player who can work independently and collaboratively in a dynamic and fast-paced environment.
