Senior Manager / Senior Asst Director

About the Role

The National Supercomputing Centre (NSCC) Singapore is seeking an experienced strategic communications and engagement professional to join its Marketing, Communications & International Relations (MCIR).

This is a key role responsible for driving NSCC's events, stakeholder engagement and outreach strategy while supporting the organisation's broader communications, marketing, publicity and branding efforts. The successful candidate will play a critical role in strengthening NSCC's national and international profile, positioning Singapore as a leading hub for HPC, AI, quantum and advanced digital infrastructure.

Working closely with senior management, government agencies, research institutions, industry partners and international collaborators, the incumbent will lead the planning and delivery of strategic events and engagement programmes that advance NSCC's organisational objectives, enhance stakeholder relationships and showcase the impact of national supercomputing investments.

The role requires a seasoned professional with strong experience in events management, corporate communications, marketing, media engagement and stakeholder relations, coupled with the ability to operate effectively at both strategic and operational levels.

Responsibilities

Strategic Events and Stakeholder Engagement

  • Develop and implement NSCC's events and stakeholder engagement strategy in alignment with organisational goals and national priorities.
  • Lead the planning, management and delivery of relevant local and international events, including conferences, data centre visits, ministerial visits, industry engagements, launches, workshops, roadshows and strategic outreach programmes.
  • Oversee NSCC's participation in major international technology, research and supercomputing events, ensuring strong organisational visibility and stakeholder engagement outcomes.
  • Develop engagement programmes like seminars, workshops and symposia that strengthen NSCC's relationships with key stakeholders across academia, industry and government.
  • Manage event budgets, procurement, sponsorship opportunities, contractual arrangements and post-event evaluations to ensure strong governance and value for money.
  • Lead and coordinate with event organisers, vendors and external agencies to ensure successful project delivery and stakeholder satisfaction.
  • Monitor events performance metrics and stakeholder sentiment to inform future outreach and engagement strategies.

Communications, Marketing and Brand Development

  • Support the development and execution of integrated communications and marketing strategies that strengthen NSCC's reputation and visibility locally and internationally.
  • Work closely with the team to ensure consistent organisational messaging, branding and stakeholder communications across all platforms.
  • Develop strategic communications plans to support major organisational initiatives, programmes, partnerships and infrastructure announcements.
  • Support storytelling initiatives that showcase the impact of NSCC's supercomputing resources on research, innovation, AI development and national capability building.
  • Support digital marketing, social media and outreach campaigns to increase awareness, engagement and adoption of NSCC services and programmes.

Media, Publicity and Corporate Reputation

  • Support media engagement activities and work with communications colleagues on publicity opportunities, media events and strategic announcements.
  • Identify opportunities to enhance NSCC's profile through thought leadership events, industry platforms, awards, speaking engagements and strategic partnerships.
  • Contribute to corporate reputation management efforts and support communications planning during major announcements or issues management situations.

Strategic Communications

  • Contribute to the development of MCIR's strategic plans, annual workplans and performance objectives.
  • Support the preparation of management reports, presentations, strategic papers and briefing materials for senior leadership and Board-level engagements.
  • Monitor developments across the HPC, AI, quantum computing and research ecosystems to identify emerging opportunities for engagement, partnerships and organisational positioning.

Requirements

  • Degree in Communications, Marketing, Public Relations, Events Management, Business, International Relations or a related discipline.
  • At least 5–8 years of relevant experience in corporate communications, marketing, public affairs, stakeholder engagement, event management or related fields.
  • Proven track record in leading and managing medium to large-scale conferences, strategic events and stakeholder engagement programmes.
  • Experience developing and executing communications, marketing and publicity initiatives for organisations in technology, research, innovation or related sectors.
  • Strong understanding of corporate communications across different aspects such as events, publicity, media engagement, and brand management principles.
  • Demonstrated experience engaging senior stakeholders, including government officials, industry leaders, academic institutions and international partners.
  • Excellent writing, presentation and verbal communication skills, with the ability to develop content for diverse audiences and platforms.
  • Strong project management, organisational and budget management capabilities.
  • Ability to think strategically while maintaining attention to operational details and execution excellence.
  • Experience managing agencies, vendors and external service providers.
  • Familiarity with Singapore's research, innovation, technology or public sector ecosystem will be highly advantageous.
  • Knowledge of HPC, AI, advanced computing, digital infrastructure or emerging technologies will be an advantage.
