Job Description
A*STAR directs and undertakes mission-oriented research to transform Singapore into a knowledge-based and innovation-driven economy. The AIR Planning Directorate undertakes the key planning functions for A*STAR Graduate Academy (A*GA), International Partnerships Office (IPO) and Research Office (RO).
AIR Planning works closely with the departments across AIR to coordinate A*STAR’s strategic and corporate planning activities. You will have the opportunity to deepen planning capabilities, gain exposure and understand the core operations and functions of AIR and its interactions across A*STAR.
The successful candidate will be responsible for managing a diverse portfolio of funding resources and delivering timely analyses of key performance indicators (KPIs) to inform strategic decision-making and shape the direction of AIR/A*STAR’s initiatives. The role offers a unique blend of hands-on analytical work and strategic stakeholder engagement.

Responsibilities
The responsibilities of the officer include, but are not limited to, the following:
- Support budget and financial planning exercises to provide forward-looking projections of operational needs and support resource allocation decisions;
- Assist in analysing financial and performance data to identify trends, variances, and provide actionable insights to stakeholders;
- Contribute to strategic projects that advance AIR’s Mission and Vision;
- Develop operational frameworks, Standard Operating Procedures (SOPs) and guidelines to ensure strong governance and efficient processes;
- Contribute to the development of actionable plans to achieve strategic objectives and mitigate risks, and monitor progress towards goals;
- Design, implement and maintain interactive dashboards to provide real-time insights;
- Assist in streamlining workflows to enhance operational efficiency;
- Support the operationalisation of key initiatives such as the creation of project details and other administrative processes;
- Take on Secretariat work for meetings as and when required.
Requirements
- Undergraduate degree in a relevant discipline (e.g. Finance, Economics, Statistics, Business Analytics, Science/Engineering)
- Strong analytical skills with the ability to interpret and synthesise complex data/information into clear insights and recommendations for decision making
- Sound problem-solving skills with an aptitude for reviewing processes and identifying improvement opportunities
- Team player, pro-active, quality conscious, attentive to details and results-oriented
- Ability to thrive in a fast-paced environment and adapt to changing priorities
- Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
- Self-starter mindset, take initiative and resourcefulness, and a knack for solving problems
- Proficient in Microsoft Office suite and experience in data visualisation tools (e.g. Tableau, Power BI or others)
- Experience in coding (e.g. Python) is an advantage
- Relevant working experience in the public sector, strategic and/or corporate planning, would be an advantage
