About the Role

We are looking for a Senior Manager to lead content and editorial work across ASTAR's key communication platforms and programmes for semiconductors (such as the RIE Flagship for Semiconductors, NSTICs and A*STAR IME).You will directly own and drive all of NSTICs' external marketing communications efforts, while also providing editorial direction and review across all other programmes and platforms to keep messaging coherent, compelling, and consistent across the board. You will also lead all internal communications efforts. Depending on the nature of the work, you will be supported, where relevant, by junior officers or agencies, though you are expected to be a hands-on contributor who leads from the front on content and editorial quality. 

Responsibilities

Cross-Workstream Harmonisation

  • Oversee ASTAR's key communication platforms and programmes for semiconductors (e.g. RIE Flagship for Semiconductors, NSTICs and ASTAR IME) to create a unified narrative, align messaging priorities, flag overlaps, and identify opportunities for amplification.

Content Leadership and Editorial Quality

  • Set and uphold editorial standards across the team, reviewing their output and providing clear, constructive feedback.
  • Shape a wide range of external communications materials including op-eds, reports, and social media copies, across multiple channels such as LinkedIn and the respective websites. 
  • Plan and execute targeted email campaigns to segmented audiences, ensuring content is relevant and well-timed. 

NSTICs Communications

  • Own and lead the full communications portfolio for NSTICs, from strategy and messaging to content development and rollout.
  • Apply the same editorial standards to all NSTICs content, from key messages and collaterals to speeches and stakeholder-facing materials.

Internal Communications

  • Set the strategic direction and editorial tone for internal communications, ensuring staff are well-informed and messaging stays aligned with organisational priorities.
  • Develop internal comms content for high-visibility moments such as leadership messages, townhalls, and organisation-wide announcements.
  • Brief, manage, and review the work of an external copywriter, providing clear direction and maintaining quality control over all internal content output.
