Job Summary

JOB DESCRIPTION

This position is responsible for the strategic planning and development of facilities in support of the workspace (research and office) needs.

Central to it is to formulate a building infrastructure master plan to co-develop a workplace which is financially and environmentally sustainable.

 

 

KEY ACCOUNTABILITIES

 

Strategic Analysis of Space Demands:  Develop long-term space plans and utilization strategies for portfolio of A*STAR’s space, considering factors such as research needs, future growth projections.

 

Master Plan Development & Management: Development of master plans to meet future space demands, with consideration to regulatory requirements (e.g. URA zoning), transport accessibility, amenities, clustering of research, innovation & enterprise organizations, real estate availability, sustainability, as well as technical specifications of buildings and sites. These are essential to develop a long-term plan that enables A*STAR to attract and retain talents, collaborate effectively with other public and private sector innovation partners, while meeting sustainability targets.

Compliance and Regulations: Ensure that all space planning initiatives comply with building codes, regulations, and industry standards across different locations. Conduct detailed assessments of multiple sites owned by A*STAR, understanding the layout, structural nuances, and potential for optimization across various locations.

Stakeholder Management & Implementation: Collaborate with facility team, and stakeholders/ users and consultants to understand specific needs, align on objectives, and ensure smooth implementation of space plans.

Space Standardization: Contribute to the development of standardized space plans or design guidelines across multiple sites to ensure consistency in space norms and functionality while accommodating specific building requirements.

Performance Evaluation: Track and evaluate the performance of implemented space plans, gathering feedback, and adjust continuously improve space utilization and yet meet research needs.

REQUIREMENTS

 

  1. Degree in geography, urban studies, urban planning, architecture or a related field.
  2. Possess at least 8-10 years of relevant experience in space management and/or master planning.
  3. Experience in development masterplan(s) for institutes of higher learning, research institutes or healthcare organizations will be advantageous.
  4. Proficiency in software such as ArcGIS, photoshop and AutoCAD.
  5. Excellent communication skills and confident to communicate at all levels.
  6. Strong analytical abilities and attention to detail.
  7. Resourceful problem solver, able to think creatively and apply strategic thinking to tasks.
  8. Self-motivated individual with strong ability to multi-task and work in a fast-paced environment, in both an independent and collaborative work settings.
