Job Summary
JOB DESCRIPTION
This position is responsible for the strategic planning and development of facilities in support of the workspace (research and office) needs.
Central to it is to formulate a building infrastructure master plan, define infrastructure requirements (mechanical and electrical scopes in particular) and conduct financial analysis to support budget requests to co-develop a workplace which is financially and environmentally sustainable.
KEY ACCOUNTABILITIES
Strategic Planning: Support the development of long-term space plans and utilization strategies for the entire portfolio of A*STAR’s space, considering technical factors such as electrical loading, floor loading and cooling capacity.
Technical Feasibility and Financial Assessment: Conduct technical due diligence to determine the suitability of buildings or sites for the specific development projects, based on requirements obtained from end-users and technical specifications of existing spaces.
To prepare discounted cashflow analyses for each development project to guide decision-making on development option to pursue.
This requires managing of external consultants and A*STAR facility teams to conduct in-depth evaluation on technical and regulatory considerations.
Space Standardization: Contribute to the development of standardized space plans or design guidelines across multiple sites to ensure consistency in space norms and functionality while accommodating specific building requirements.
Optimization & Cost Management: Identify opportunities to optimize space, reduce inefficiencies, and improve overall space utilization across multiple properties. Ensuring that space planning initiatives align with the budgetary considerations. Provide expert input on engineering decisions related to project costs & budgetary considerations. Evaluate value engineering proposals, assessing their impact on safety, security, maintenance & total cost of ownership.
REQUIREMENTS
- Possess at least 8 years of relevant experience in building mechanical & electrical engineering, beyond managing consultants.
- Experience in managing outfitting projects for laboratories and/or conducting discounted cashflow analysis will be advantageous.
- Proficiency with Microsoft Office, especially Excel
- Excellent communication skills and confident to communicate at all levels.
- Analytical and resourceful problem solver, able to think creatively and apply strategic thinking to tasks.
- Self-motivated individual with strong ability to multi-task and work in a fast-paced environment, in both an independent and collaborative work settings.
