Job Description

Lead the IT planning and portfolio management function to drive portfolio governance, budget management, Front-end-planning (FEP) and IT procurement management, ensuring IT investments are aligned with A*STAR priorities and deliver organisational value.

KEY RESPONSIBILITIES

  1. IT budget management
    1. Lead the annual budget exercise, budget forecasting, mid-year budget review and budget reallocation & prioritisation.
    2. Manage budget utilisation, identify & analyse variances, and recommend timely intervention to optimise budget performance.
    3. Prepare budget reports, analysis & management papers, recommend budget prioritisation and drive the multi-year budget planning and funding submission.

 

  1. Front-end-planning (FEP)
    1. Establish, implement and manage FEP framework to support effective IT demand management and investment planning.
    2. Lead the prioritisation and sequencing of IT initiatives, ensuring alignment with business priorities, funding availability and resource capacity.
    3. Prepare IT portfolio reports, analysis, management updates and provide recommendation to support IT investments and prioritisation decisions.

 

  1. IT procurement management
    1. Lead the planning and management of procurement activities, ensuring timely acquisition of IT products and services.
    2. Manage the end-to-end IT procurement lifecycle.
    3. Prepare IT procurement strategies, management reports and status update to support governance and decision making.

Key Competencies requirements

  • Degree in Business Administration, Accounting, Information Technology or related discipline.
  • Minimum of 7 years’ experience in IT planning and portfolio management, preferably in the public sector.
  • Must be able to work independently and be proactive and results driven.
  • Proven stakeholder management skill with good experience in engaging them on budget planning and prioritisation.
  • Strong analytical skills and meticulous attitude.
  • Strong writing and presentation skills.
  • Proficient in Microsoft excel and SAP suite of applications.
  • Experience in automating business workflows and leveraging digital tools to improve operational efficiency would be an advantage.
