The HR Division comprises Recruitment, HR Planning and Policy, Talent Management, HR Analytics and Transformation, HR Operations, Performance & Rewards and HR Business Partners.
Purpose
Support A*STAR's Strategic Workforce Planning and Organisation Design agenda by translating RIE2030 and enterprise priorities into future workforce, capability and organisation requirements. Partner Research Institutes (RIs) and Corporate divisions to anticipate workforce needs, address capability gaps and design effective organisation structures and operating models.
Key Responsibilities
Workforce Planning
- Drive the shift from headcount- and supply-based planning towards demand- and capability-based workforce planning.
- Partner stakeholders to translate strategic priorities into workforce demand and capability requirements.
- Analyse workforce demand, supply, capabilities and trends to identify gaps, risks and opportunities.
- Develop workforce strategies and interventions to address gaps and strengthen workforce readiness.
- Develop practical SWP methodologies, insights and metrics to support workforce planning decisions.
- Monitor emerging workforce, technology and talent-market trends and assess their implications for A*STAR.
Organisation Design & Effectiveness
- Partner RIs and Corporate divisions on organisation design and effectiveness reviews arising from strategic, capability and organisational changes.
- Advise on organisation structures, operating models, roles and accountabilities, spans and layers, and team design.
- Develop organisation design options that strengthen effectiveness, agility and multidisciplinary collaboration.
- Integrate organisation design with workforce planning to align structures, workforce and capabilities with priorities.
- Assess AI and emerging technology implications on work and roles, and identify work redesign and productivity opportunities.
- Develop practical organisation design frameworks and tools for consistent application across A*STAR.
Job Requirements
- At least 8 years of relevant experience in strategic workforce planning, workforce strategy, organisation design/effectiveness, HR strategy or related areas.
- Strong analytical, problem-solving and numerical skills, with the ability to interpret workforce data and translate insights into recommendations.
- Strong stakeholder management and influencing skills, with the ability to build effective working relationships across diverse contexts.
- Ability to develop practical frameworks and recommendations and translate them into implementation.
- Strong communication, facilitation and presentation skills.
- Experience in R&D, technology or public sector would be advantageous.
