Job Summary
A*STAR's People & Culture transformation aims to build the talent and organisational capability A*STAR needs for RIE2030. This role provides the workforce and transformation intelligence needed to make better decisions and determine whether intended benefits are being realised. You will identify the questions that matter, challenge assumptions and advise the Chief People & Culture Officer (CPCO) and P&C Directors using workforce, talent-market and operational evidence. You will work closely with P&C’s Digital & Workforce Analytics team, combining independent analytical judgement with hands-on dashboard development.
Key Responsibilities
What you will do
- Proactively identify workforce and transformation questions, prioritise analytical work and agree decision needs with senior stakeholders.
- Combine internal workforce and operational data with external skills and talent evidence to assess capability gaps, supply constraints and sourcing or deployment options.
- Build and maintain Power BI or comparable dashboards, covering data preparation, modelling, calculated measures, visualisation, validation and documented definitions.
- Set baselines and benefit measures for transformation initiatives, and track results that distinguish effort reduction, capacity released and redeployed, cost avoidance and realised financial savings.
- Interpret patterns across portfolios, test alternative explanations and recommend priorities or interventions, making uncertainty and trade-offs clear.
- Present decision-ready findings to P&C Directors, clarify options and trade-offs, secure agreement on actions, and track whether recommendations translate into decisions and measurable outcomes.
- Use approved AI and automation tools to speed up research and reporting, validating accuracy and protecting sensitive information.
- Apply agreed data definitions, access controls and analytical documentation, working with Digital & Workforce Analytics to ensure dashboards and recommendations use trusted and appropriately governed data.
What success looks like
- Baselines and benefit measures agreed for priority P&C transformation initiatives.
- Workforce and talent-intelligence products are used in agreed P&C reviews and contribute to documented decisions or actions.
- Analysis produces documented recommendations that shape resourcing, sourcing, deployment or prioritisation decisions across P&C portfolios.
Requirements
What you will bring
- Analytics and judgement. Advanced Excel, data validation, trend and segmentation analysis and scenario modelling; draws sound conclusions from incomplete evidence.
- Hands-on dashboard development. Hands-on Power BI, including Power Query, DAX, data modelling and dashboard maintenance. Equivalent experience in a comparable BI tool will be considered.
- Measurement and decision support. Ability to define meaningful KPIs, assess attribution, challenge assumptions and translate findings into practical business recommendations.
- Design thinking and influence. Ability to frame problems with users, test analytical outputs, advise senior stakeholders and influence decisions without line authority.
- AI and delivery discipline. Uses approved AI tools to draft and check analysis, verifying outputs before release. Turns data into clear, decision-ready stories. Plans and runs concurrent analytical assignments independently.
Key Requirements
- A degree in statistics, economics, business analytics, data science, engineering or a related discipline, or equivalent relevant professional qualifications and experience.
- Typically 8 or more years of relevant experience in business, workforce or operational analytics, intelligence or performance measurement, including leading analytical assignments and advising senior stakeholders.
- Evidence that your analysis has shaped resource decisions, priorities or measurable improvements.
Good to have
- Workforce or talent-market research experience.
- An HR background is not essential but a plus.
All new hires are appointed on a 3-year renewable contract in the first instance.
