Job Summary

The People & Culture (P&C) Division supports A*STAR’s mission by building the workforce, capabilities and employee experience needed to advance science and technology.

 

You will lead the administration of A*STAR's employee benefits and corporate administration services that support the portfolio such as insurance schemes, wellbeing programmes, corporate passes, vendor management and audit administration.

Key Responsibilities

  • Lead the administration of A*STAR employee benefits, including insurance schemes, medical and wellbeing benefits, and corporate passes and privileges.
  • Manage enrolment, changes, claims administration and dispute resolution, and ensure employees understand what they are entitled to and how to access it.
  • Manage benefits vendors, insurers and service providers end-to-end: requirements, procurement in line with Government procurement rules, contracting, service reviews, renewals and performance management.
  • Monitor scheme utilisation, claims experience and cost, and recommend adjustments to coverage, design or provider arrangements.
  • Own audit administration for the portfolio: prepare and maintain evidence, coordinate audit requests, and track remediation to closure with the accountable owners.
  • Establish and maintain service standards for benefits queries and claims, and own resolution and escalation.
  • Partner Policy & Governance on benefits policy execution and Employee Experience on how benefits are presented and experienced at the moments employees need them.

Requirements

  • Preferably 7 to 10 years of relevant experience in benefits administration, HR operations or shared services, including team leadership.
  • Practical experience administering insurance and employee benefit schemes, including claims and utilisation analysis.
  • Demonstrated vendor and contract management experience; familiarity with Government procurement requirements is an advantage.
  • Strong documentation and control discipline, with experience supporting audits and maintaining audit-ready records.
  • Comfort with data and cost analysis, and the ability to make a clear recommendation on scheme design or provider arrangements.
  • Hands-on experience with HR systems and workflow tools, and an interest in using technology to simplify administration.

 

All new hires are appointed on a 3-year renewable contract in the first instance.
