You will be part of the Enterprise Resource Planning (ERP) Project Team, playing a pivotal role in the implementation of a large-scale ERP transformation. As the Finance Business Analyst, you will lead the design and delivery of end-to-end finance processes, ensuring alignment with organisational objectives, statutory financial reporting standards, government financial policies, and best-in-class finance operating practices.
You will partner closely with Finance stakeholders, Procurement, HR, Research Grants, and the appointed System Integrator to translate business needs into scalable, compliant, and audit-ready ERP solutions. This includes driving process harmonisation, strengthening financial controls, and embedding digital capabilities across the Record-to-Report (R2R), Order-to-Cash (O2C), and Budget-to-Report (B2R) lifecycles.
What to Expect
- Lead the end-to-end implementation of finance processes (e.g., Budgeting, General Ledger, Accounts Payable, Accounts Receivable, Asset Accounting, Cash & Bank, Management Accounting / Controlling, Financial Close & Consolidation) within the ERP system.
- Engage stakeholders across A*STAR to gather, challenge, and refine finance requirements, ensuring alignment to statutory reporting standards (SB-FRS), tax regulations (GST), government financial policies, and operational needs.
- Facilitate design thinking workshops and user journey mapping sessions to co-create streamlined, user-centric "to-be" finance processes across the R2R, O2C, and B2R lifecycles.
- Advise on and implement government financial policies, internal controls, and segregation-of-duties frameworks, ensuring auditability, traceability, and compliance with Auditor-General's Office (AGO) and Ministry of Finance (MOF) requirements.
- Work closely with System Integrators and software vendors to configure and optimise finance modules (e.g., SAP S/4HANA Finance, FI/CO, Group Reporting), ensuring functional fit, chart of accounts integrity, and scalability.
- Drive process standardisation and automation, identifying opportunities to accelerate month-end and year-end close, improve reconciliation efficiency, and enhance financial data quality and reporting visibility.
- Design and validate the chart of accounts, wbs / cost centre / profit centre hierarchies, and funds management structures to support research grant accounting, project costing, and multi-entity consolidation.
- Assess impact of change requests and propose continuous improvements to finance workflows, controls, and reporting layers.
- Oversee integration with external and adjacent systems (e.g., AGD central finance systems, banking platforms, procurement/GeBIZ interfaces, HR payroll) to ensure seamless, reconciled data flow across the finance ecosystem.
- Lead and support User Acceptance Testing (UAT), ensuring finance scenarios including period-close cycles, tax computations, and statutory reporting outputs.
- Manage delivery within timeline and scope, ensuring high-quality outcomes and readiness for post-go-live stabilisation.
Requirements
- 3–5 years of experience in ERP implementation, business analysis, or project management, preferably with a focus on Finance, Record-to-Report (R2R), or Order-to-Cash (O2C) processes.
- Strong understanding of finance operations, statutory reporting, and financial governance, ideally within public sector, statutory board, or regulated environments.
- Experience in finance process design, including General Ledger, Accounts Payable, Accounts Receivable, Asset Accounting, Management Accounting / Controlling, and Financial Close.
- Working knowledge of chart of accounts design, cost allocation models, and multi-entity / fund accounting structures.
- Ability to translate business requirements into functional specifications and work effectively with technical teams.
- Proven ability to engage stakeholders, facilitate workshops, and drive consensus across Finance, business units, and technical partners.
- Familiarity with SAP ERP modules (e.g., S/4HANA Finance, FI/CO, Group Reporting, Billing where relevant) and integration with external platforms (e.g., AGD central finance systems, banking gateways, GeBIZ) is advantageous.
- Understanding of Singapore statutory reporting, GST, and public sector financial policies is a strong plus.
- Strong analytical, problem-solving, and process improvement mindset, with attention to control design and reconciliation integrity.
- Self-driven, adaptable, and able to operate independently in a fast-paced project environment.
- Experience in design thinking, user journey mapping, and change management is preferred.
- Excellent communication and interpersonal skills, with the ability to influence stakeholders at all levels, from finance operations staff to senior leadership and external auditors.
