Role Summary
A*STAR Procurement enables the organisation's research mission by ensuring that procurement activities are conducted with integrity, transparency, value-for-money, and operational efficiency. The division partners closely with stakeholders across A*STAR to deliver compliant, timely, and strategically aligned procurement outcomes.
Job Responsibilities
- End-to-end Procurement Execution: Manage the full procurement lifecycle, including requisition support, sourcing, evaluation, approval, and contract management, ensuring timely and compliant outcomes.
- Policy Operationalisation & Advisory: Interpret and implement procurement policies and procedures to meet business needs. Work closely with stakeholders to provide sound procurement advice that balances public accountability, prudent use of funds, and operational efficiency.
- Training & Stakeholder Education: Support the sharing and training of procurement procedures to enhance stakeholder understanding and ensure consistent, compliant practices.
- Service Level Delivery: Ensure adherence to Procurement Service Level Agreements (SLAs), including timely processing, high service standards, and prompt resolution of procurement-related issues.
- Cross-functional Collaboration & Process Improvement: Participate in cross-functional projects to improve procurement processes and systems. Contribute to change management planning, impact assessments, and the identification of risks and mitigation measures.
- Audit, Compliance & Governance Enhancement: Support procurement-related audits and investigations. Address review findings by recommending improvements to governance, policies, and internal controls, working closely with relevant stakeholders.
- Demand Aggregation & Data-driven Insights: Perform demand aggregation by analysing organisational spending patterns and trends, enabling strategic sourcing and the leveraging of purchasing volume.
- Stakeholder Engagement & Communication: Build strong working relationships with internal stakeholders, ensuring clear communication, effective collaboration, and alignment on procurement matters.
Job Requirements
- Minimum 3 years of relevant procurement experience. Fresh graduates with strong potential may be considered for junior roles.
- Familiarity with Singapore Government Procurement policies is an advantage.
- Clear and confident communicator.
- Strong active listening skills.
- Strong analytical capabilities with the ability to interpret data and extract insights.
