The A*STAR Graduate Academy (A*GA) develops a strong pipeline of Science and Technology (S&T) talent to support Singapore’s research, innovation and enterprise (RIE) ecosystem. Through scholarships and talent development programmes at the undergraduate, PhD and post-doctoral levels, A*GA supports high-potential individuals in their journey to become future scientific leaders and contributors to Singapore’s R&D landscape.

As part of the International Awards team, you will play a key role in driving meaningful international partnerships that advance Singapore’s research and innovation capabilities.  You will work closely with internal and external stakeholders, including overseas universities, award recipients and local institutions to manage and grow these collaborations.

You are a resourceful and motivated individual who is passionate about developing future S&T talent. You will develop and operationalise policies and programmes, and support strategic talent outcomes for A*STAR and Singapore’s RIE ecosystem. You will also gain exposure to higher education and talent development policies, strengthen your analytical and stakeholder engagement capabilities, and deepen your organizational awareness. The ability to adapt and thrive in a dynamic environment is essential. 


WHAT TO EXPECT:


  • Drive the promotion, management and development of international partnerships for A*STAR international awards, including but not limited to:
    • Managing partnerships with new and existing overseas institutions/universities, including facilitating initial engagements, project discussions and serving as the point-of-contact between A*STAR and partner universities,
    • Overseeing the recruitment and selection of international awardees, and
    • Reviewing and maintaining partnership agreements.
  • Engage international awardees, including current PhD students and alumni.
  • Review, enhance and operationalise international awards and related policies to ensure continued relevance and effectiveness as the global talent landscape evolves.
  • Administer international awards, including award approvals, budget monitoring and project management.
  • Analyse data, trends and stakeholder feedback to support policy reviews, programme evaluation and decision making.

JOB REQUIREMENTS


  • Strong strategic, analytical and problem-solving skills, with the ability to use data to recommend and make data-driven decisions.
  • Effective communication (written and verbal) and interpersonal skills.
  • Strong stakeholder management and relationship management capabilities.
  • Resourceful, proactive, meticulous, and results-oriented, with strong attention to detail.
  • Able to work independently and collaboratively in teams to deliver results, at times within tight timelines.
  • Prior experience in managing international relations, partnerships or students would be an advantage.
  • Ability to facilitate engagement sessions or events would be an advantage.
  • Proficient in Microsoft Office applications, particularly Microsoft Excel and PowerPoint.
  • Willingness and ability to travel overseas (approximately once or twice a year).
