Lead the Accounts Receivable (AR) function by overseeing daily operations, strengthening governance and credit risk management, driving digital transformation and AI initiatives, and partnering with stakeholders to ensure effective revenue collection, compliance, and financial sustainability across A*STAR.
Key Responsibilities
1. AR Operations & Performance
- Oversee daily AR operations and ensure SLA/KPI performance.
- Review AR reports, customer ageing, collections, and receivables to ensure accuracy and timely follow-up.
- Review Expected Credit Loss (ECL) computation and customer credit assessments and recommend appropriate credit limits and provisions.
- Resolve complex operational and system issues while driving continuous service improvements.
2. Governance & Compliance
- Review and maintain AR Financial Policies & Procedures (FPPs), SOPs, and internal controls.
- Ensure compliance with accounting standards, audit, statutory, and regulatory requirements.
- Lead internal and external audits, GRC access reviews, and process standardisation initiatives.
3. Digital Transformation & AI Innovation
- Lead ERP enhancements, automation, and digital transformation initiatives to improve AR efficiency.
- Drive AI adoption by leveraging AI agents to review customer contracts, identify missed billing opportunities, optimise overhead (OHD) cost recovery, and generate actionable business insights.
- Champion data analytics and process automation to strengthen governance and operational productivity.
4. Stakeholder Management
- Serve as the key Finance representative for AR matters.
- Partner with Research Institutes (RIs), Corporate Group units, Finance, IT, and external stakeholders to support new business initiatives.
- Conduct training, engagement sessions, and management presentations on AR performance, risks, and compliance.
5. Financial Planning & Banking
- Manage AR operational budgets and optimise resource utilisation.
- Liaise with banks on AR-related matters and approve authorised banking transactions (e.g. GIRO applications).
Job Requirements
- Degree in Accountancy, Finance, Business, or equivalent.
- At least 3 years of relevant experience in Accounts Receivable, Credit Management, or Finance Operations, with supervisory experience.
- Good knowledge of AR processes, credit risk management, financial governance, internal controls, and audit requirements.
- Experience with SAP S/4HANA, ERP systems, data analytics, and digital transformation initiatives.
- Familiarity with AI, automation, and emerging technologies in finance operations will be an advantage.
- Strong leadership, analytical, stakeholder management, communication, and continuous improvement skills.
