The Opportunity

A*STAR is transforming People & Culture from a function that primarily supports the organisation into an enterprise capability that helps leaders anticipate workforce needs, shape the organisation and mobilise talent around strategic priorities.

 

Reporting directly to the Chief People & Culture Officer (CPCO), you will lead the People Partnering portfolio across Research Institutes and Corporate Groups. Your team will be the one strategic front door into the integrated P&C ecosystem - understanding enterprise and business priorities, diagnosing workforce and organisation challenges, and bringing the right specialist capabilities together behind the solution.

 

This is not a traditional HR Business Partner role. The mandate is to build a high-value enterprise advisory capability that improves leadership decisions and accelerates execution.

What You Will Do

Strategic Enterprise Partnering

  • Build and lead A*STAR's People Partnering model across Research Institutes and Corporate Groups, with People Partners as the strategic interface to CLMs.
  • Partner senior scientific, research and corporate leaders on strategy, priorities and organisational challenges.
  • Translate enterprise and RI/Group priorities into workforce, organisation, talent, leadership and capability agendas, anticipating risks before they constrain delivery.

 

Integrated P&C Solutioning

  • Diagnose enterprise issues and orchestrate capabilities across workforce strategy, organisation, talent, leadership, rewards, employee experience, digital and intelligence.
  • Partner Enterprise Workforce Strategy on Strategic Workforce Planning, organisation design and transformation.
  • Define interfaces and decision rights between People Partners, specialist portfolios and Workforce Services to strengthen end-to-end accountability.

 

Partnering Capability & Practice

  • Build the consulting, strategic, analytical and executive-advisory capability of Strategic People Partners.
  • Use workforce intelligence, talent-market insight and external perspectives to strengthen advice and decisions.
  • Measure partnering through leader confidence, decision quality, speed to solutions and enterprise outcomes.

 

Accountability & Key Interfaces

Accountable for People Partnering as the strategic front door for CLMs, enterprise diagnosis, P&C orchestration and partnering capability.

 

What Success Looks Like

  • People Partners are trusted strategic advisers to senior leaders.
  • Workforce and organisation risks are identified earlier and translated rapidly into action.
  • CLMs experience one integrated P&C interface and fewer hand-offs.
  • Workforce and talent decisions become more evidence-based, with stronger leader confidence in P&C.

Relevant Experience, Critical Skills and Capabilities

You should bring capability in People Partnering, business and organisational acumen, workforce and talent strategy, organisation consulting, executive advisory, analytics, transformation, stakeholder management, facilitation, influencing and systems thinking.

  • At least 15 years' relevant experience in strategic HR/business partnering, organisation or workforce consulting, enterprise transformation or related disciplines.
  • Track record partnering senior executives and translating strategy into workforce, talent and organisation priorities.
  • Demonstrated success leading significant organisational or workforce transformation in high-change environments.
  • Experience building or transforming strategic advisory or partnering teams; full-career HRBP experience is not required.
