Job Description
The Director, Insights & Analytics, I&E, will spearhead the modernization of how the I&E Group captures, analyzes, and reports on national impact resulting from technology translation and commercialization. As the "AI Champion," you will bridge the gap between complex industry interactions and high-level strategic outcomes, transitioning the organization from fragmented, manual data silos to an AI-augmented ecosystem that ensures absolute accountability and provides a "single source of truth" for 8 key sectors.
Your mission is to achieve national impact through data-driven intelligence and you are the architect of the digital thread that connects ground-level research activities to BERD (Business Expenditure on R&D) growth and other impactful economic outcomes. Working closely with the Corporate Development DTID team, you will bridge the critical gaps between technical infrastructure and business impact by ensuring all digital products are optimized and adopted.
Key Deliverables & Responsibilities
1. Digital Strategy & AI-First Transformation
- Strategic Dashboard Implementation: Design and deploy a user-friendly Measures of Success and Project Management Dashboard. This must cater to diverse stakeholders (from operational leads to senior ministry officials), visualizing KPIs and national priorities across 8 sectors to drive data-led interventions to achieve impactful outcomes.
- AI Workflow Orchestration: Lead the identifying of high-friction touchpoints in the technology translation lifecycle. Deploy Agentic AI to automate the "capture-to-insight" loop, turning raw industry engagement logs into structured strategic intelligence.
- Knowledge Extraction & Synthesis: Oversee the implementation of AI tools to synthesize unstructured data (meeting notes, industry whitepapers, and technical reports), significantly reducing the manual reporting burden.
- The "Single Source of Truth": Design and institutionalize an integrated data architecture that harmonizes disparate sector data into a unified executive cockpit, visualizing KPIs and BERD (Business Expenditure on R&D) growth in real-time.
- Frictionless UX & Behavioral Change: Re-engineer the user experience of internal systems (CRM, TTIMS, A*PS) to ensure high-fidelity data capture becomes a seamless byproduct of daily work, rather than an administrative chore.
2. Impact & Data Governance
- Impact Value-Chain Mapping: Establish a digital thread that connects high-level Sector Strategies to Annual Workplans, through to Execution and the final synthesis of National Impact Narratives.
- Predictive Policy Input: Leverage predictive analytics to identify emerging sector trends, providing leadership with data-backed "early warning" signals to pivot strategies proactively.
- Interface & Advocacy: Serve as the bridge between I&E’s operational needs and central Data/IT clusters, ensuring the I&E digital roadmap is prioritized within the broader agency infrastructure.
- Cross-Functional Synergy: Partner with Corporate Development DTID to integrate commercial insights into the overarching digital strategy, ensuring scalable and sustainability and collaborate with multiple teams to align different departments on unified goals, facilitating the flow of insights across the organization.
- Executive Stakeholder Management: Act as a champion for data-led decision-making, engaging senior leadership to manage expectations and secure buy-in for new initiatives.
Sample Success Measures: Year One (non-exhaustive)
- AI Integration: Successfully deploy at least five AI-driven "agents" that automate manual data synthesis or CRM entries, reducing reporting time for Sector Leads/Tech-Biz Leads by 30%.
- Systemic Fidelity: Achieve a 90% data completeness rate via the new "frictionless" UX workflow.
- Strategic Proof: Develop a validated methodology to visualize how I&E interventions directly correlate to BERD growth.
Ideal Candidate Profile
You are a Digital Diplomat and an Operational Architect. You can speak "Data" to IT, "Strategy" to Directors, and "Impact" to Policy-makers. You are passionate about using AI to remove administrative friction and building the human capability required to turn data into national prosperity.
1. Education & Experience
- Background: Bachelor’s or Master’s degree in Business Analytics, Information Systems, Computer Science, Engineering or a related field.
- Experience: 15+ years of experience, with a proven track record in Digital Transformation, Project management and/or Organisational Restructuring, preferably within a government or complex corporate environment.
- Domain Knowledge: Familiarity with CRM systems (e.g., Salesforce, Microsoft Dynamics365) and enterprise resource planning (ERP) tools. Experience with A*PS or similar government project management systems is a significant plus.
2. Technical Competencies
- Data Visualization: Mastery of BI tools (Tableau, PowerBI, or QuickSight) to build dashboards that drive action, not just display data.
- AI/ML Literacy: Strong understanding of how Large Language Models (LLMs) enable AI-driven knowledge extraction from unstructured text data (meeting notes, industry reports) for insight generation and narrative synthesis.
- Workflow Design: Proficiency in Business Process Re-engineering (BPR) and User Experience (UX) principles.
3. Soft Skills & Leadership
- Stakeholder Management: Ability to influence "tech-heavy" personalities (scientists and engineers) and "process-heavy" project managers.
- Strategic Narrative: Ability to translate complex data sets into "Impact Narratives" that resonate with policy-makers.
- Change Management: Resilience and empathy in driving behavioural changes across a large, established organization.
