The People & Culture (P&C) Division supports A*STAR’s mission by building the workforce, capabilities and employee experience needed to advance science and technology.
We are seeking a Deputy Director, Workforce Intelligence and People Analytics to lead the development of a trusted and scalable HR data and analytics foundation. The role will oversee P&C data architecture, data governance, data quality, business intelligence and advanced analytics, ensuring that workforce data is accurate, well-structured, secure and consistently used across P&C.
The role will strengthen management reporting and dashboards to provide meaningful, data-driven insights, while progressively developing the organisation’s capabilities from descriptive analytics to predictive and ultimately prescriptive analytics to support better workforce and people decisions.
Key Responsibilities
- You will establish and lead the People data architecture and governance framework, including how workforce data is structured, integrated, defined, maintained and used across HR systems and data platforms. You will establish common data definitions, ownership, quality standards, access controls and governance practices to create a reliable source of workforce information.
- You will drive People data quality and integrity, working with P&C teams and system owners to identify data issues, improve upstream data practices and establish appropriate controls and monitoring. You will ensure that information used for management reporting and analytics is accurate, consistent and fit for purpose.
- You will lead the development and continuous improvement of management reports, dashboards and workforce analytics, including recurring executive, manpower and workforce reporting. Rather than simply presenting data, the team will identify trends, risks and opportunities and translate them into practical insights that support management and HR decision-making.
- You will progressively advance the organisation’s people analytics capabilities from descriptive analytics, which explains what has happened, towards predictive analytics, and subsequently prescriptive analytics, which helps management understand possible actions and their likely outcomes.
- You will develop reusable workforce datasets and analytical capabilities that bring together relevant People, finance and operational information. You will ensure analytical methods are transparent and reliable and that insights are communicated clearly through effective visualisation and storytelling.
- You will build and lead a multidisciplinary team covering business intelligence, data engineering, predictive analytics, data architecture, data governance and workforce analytics, while developing the team's capability to support increasingly sophisticated workforce intelligence.
Requirements
- You should have a degree in analytics, statistics, data science, computer science, information systems, economics, human resources or a related discipline, with at least 10 years of relevant experience in data, analytics, business intelligence, people analytics or related areas, including experience leading multidisciplinary teams.
- You should have strong experience in data architecture, data governance, data quality and business intelligence, with the ability to establish structures and standards that ensure data is reliable and usable for reporting and analytics.
- Experience with People data and People information systems, together with proficiency in tools such as Power BI or Tableau and SQL, is expected. Experience with Python or R, statistical modelling, forecasting, machine learning or other advanced analytics techniques would be advantageous.
- You should understand data quality, privacy, security, access controls and responsible use of data and AI. Experience integrating data across multiple enterprise systems and working within the public sector, research, healthcare or another regulated environment would be beneficial.
- The successful candidate will demonstrate strategic thinking, strong analytical judgement, data stewardship, problem-solving ability, executive communication, stakeholder influence, people leadership and an ability to translate complex data into practical insights and decisions.
All new hires are appointed on a 3-year renewable contract in the first instance.
