The Office of Grants Administration (OGA) serves as a grant intermediary for multiple Research, Innovation and Enterprise (RIE) funding initiatives, providing end-to-end grant administration, governance oversight, and operational support to ensure the effective stewardship of public research funding. OGA partners stakeholders across the research ecosystem and drives continuous improvement through digitalisation, data, and innovation.

 

Job Description

The Data & Digital team within OGA leverages digital technologies, analytics, programming, automation, artificial intelligence (AI), and science communication to enhance grant administration, strengthen governance, improve stakeholder experience, and generate insights on the outcomes and impact of research funding initiatives.

The successful candidate will work with business users, researchers, and technology partners to develop digital solutions, apply programming and analytics to solve operational problems, derive insights from grant and research portfolios, communicate research impact, and support innovation across Singapore's research ecosystem.

Key Responsibilities

  • Develop and implement digital products, workflow automation initiatives, and AI-enabled applications to improve grant administration processes.
  • Develop dashboards, reports, and visualisations to support grant operations, governance, compliance monitoring, and management reporting.
  • Evaluate and apply emerging technologies, including Generative AI, to address business needs and improve operational effectiveness.
  • Analyse grant, programme, and research-related information to identify trends, generate insights on the outcomes and impact of research funding initiatives, and support strategic planning and decision-making.
  • Develop communication materials and support stakeholder engagement, science communication, and outreach activities to showcase the value and impact of publicly funded research and innovation.
  • Support organisational transformation, innovation, and other strategic projects undertaken by OGA.

Requirements

Qualifications & Experience

  • Good university degree in any discipline.
  • At least 1–2 years of relevant working experience. 
  • Experience or familiarity in one or more of the following areas would be advantageous: research and innovation policy, programme evaluation, impact assessment, data analytics, digital transformation, business process improvement, science communication, public sector administration, or grant management.

Necessary Skills

  • Practical programming or scripting skills are required (e.g. Python, SQL, JavaScript, or equivalent), with the ability to clean and manipulate datasets, automate workflows, call APIs, and develop tools or prototypes to address business needs.
  • Familiarity with analytics and visualisation tools (e.g. Power BI, Tableau) is required, with the ability to translate business requirements into dashboards, reports, and data products.
  • Ability to synthesise information, derive insights, and communicate complex ideas effectively. Experience in science communication, stakeholder engagement, impact evaluation, policy analysis, or content development would be an advantage.
