Job Description

This position sits within the Infrastructure Strategy team which drives the strategic planning, portfolio management, and optimisation of A*STAR’s infrastructure capabilities and related resources.

This team works at the intersection of strategy, planning, and investment decision-making, ensuring that infrastructure is aligned with organisational priorities, anticipates future needs, and delivers maximum value from limited resources.

 

Job Responsibilities

As a core member of the team, you will play a pivotal role in shaping A*STAR’s infrastructure landscape. Your responsibilities include:

  • Develops infrastructure strategies, investment cases, and integrated resource plans to maximise enterprise value
  • Conducts environmental scanning, forecasting, and scenario planning to anticipate future capability needs and inform strategic decisions
  • Leads enterprise-wide prioritisation and resource allocation decisions by evaluating competing demands, trade-offs, and investment options
  • Drives portfolio optimisation and value realisation initiatives across infrastructure capabilities and investments
  • Leads stakeholder engagement and drives alignment on strategic priorities and investment decisions

 

Requirements

  • Minimum 5 years of relevant experience in strategy, planning, portfolio management, public policy, consulting, or related fields
  • Prior experience in infrastructure planning, asset management, or related domains would be advantageous
  • Demonstrated experience leading strategic initiatives, managing complex cross-functional projects, or steering organisational planning and investment decisions
  • Resourceful, and able to analyse complex issues, identify interdependencies, and translate priorities into actionable strategies and plans
  • Strong analytical and problem-solving skills, with strong attention to detail and ability to translate complex data into actionable insights
  • Excellent communication (verbal and written) and stakeholder engagement skills
  • Able to navigate ambiguity, and work in a dynamic, fast-paced environment
