Job Description
A*STAR directs and undertakes mission-oriented research to transform Singapore into a knowledge-based and innovation-driven economy. The AIR Planning Directorate undertakes the key planning functions for A*STAR Graduate Academy (A*GA), International Partnerships Office (IPO) and Research Office (RO).
AIR Planning works closely with the departments across AIR to coordinate A*STAR’s strategic and corporate planning activities. You will have the opportunity to deepen planning capabilities, gain exposure and understand the core operations and functions of AIR and its interactions across A*STAR.
The successful candidate will support AIR’s talent and analytics functions by developing data-driven insights on talent attraction, development, deployment and retention. The role will support evidence-based decision-making, shape talent and research strategies, and support the design and execution of high-impact organisational initiatives. The position offers a unique opportunity to combine rigorous analytical work with strategic stakeholder engagement.

Responsibilities
The responsibilities of the officer include, but are not limited to, the following:
- Support the development, maintenance and regular updating of longitudinal datasets covering the scholarship lifecycle, from attraction and selection through deployment, career progression, retention, and research workforce outcomes;
- Consolidate and validate data from multiple sources, including scholarship, deployment and HR records, to ensure that information is accurate, complete and fit for purpose;
- Support the establishment and maintenance of data governance practices for scholarship and scholar databases, including compliance to relevant data governance personal data protection policies;
- Track and monitor key scholarship indicators, prepare regular data extracts, charts and summaries to support monitoring of scholarship performance and scholar outcomes;
- Conduct exploratory and deep-dive analyses to identify trends, patterns and potential factors influencing talent and scholar outcomes, programme effectiveness, and future capability needs;
- Develop and maintain dashboards, visualisations and management reports for AIR leadership and relevant stakeholders;
- Conduct background research and benchmarking on local and international scholarship, talent development and retention programmes.
- Support the interpretation of findings and translate data into clear, concise insights and key messages;
- Maintain clear documentation of data sources, definitions, assumptions, calculation methodologies and reporting processes;
- Contribute to the development and execution of actionable plans to achieve strategic objectives and mitigate risks, and monitor progress towards goals;
- Assist in streamlining data workflows and corporate processes to enhance operational efficiency;
- Take on Secretariat work for meetings as and when required.
Requirements
- Degree in a relevant discipline (e.g. Finance, Economics, Statistics, Business Analytics, Science/Engineering)
- Strong analytical skills with the ability to interpret and synthesise complex data/information into clear insights and recommendations for decision making
- Sound problem-solving skills with an aptitude for reviewing processes and identifying improvement opportunities
- Team player, pro-active, quality conscious, attentive to details and results-oriented
- Ability to thrive in a fast-paced environment and adapt to changing priorities
- Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
- Self-starter mindset, take initiative and resourcefulness, and a knack for solving problems
- Proficient in Microsoft Office suite and experience in data visualisation tools (e.g. Tableau, Power BI or others)
- Experience in coding (e.g. Python) is an advantage
- Relevant working experience in the public sector, strategic and/or corporate planning, would be an advantage
