RIE TRUST Office (RTO)
Background
The RIE Human Health and Potential (HHP) domain aims to build on its effort in RIE2025 and further enable safe and efficient use of more quality data to support biomedical and health research as well as enhance HHP data research ecosystem?s competitiveness.
This development of the HHP Data System is jointly supported by RIE TRUST Office, Biomedical Data Hub (BDH) and National Cohort Office (NCO), and supported by a HHP Data System Joint Team.
RIE TRUST Office (RTO)
Established to enable the strategic use of data by Singapore?s RIE ecosystem in a manner that engenders public trust. Through supporting data-driven research, it aims to drive scientific excellence, strengthen national research innovation capabilities and competitiveness, as well as create impactful solutions. The Office will coordinate and implement the RIE Data System, comprising harmonised data governance frameworks and interoperable data infrastructures to enable data research. It operates under the purview of NRF and is administratively hosted in A*STAR.
Biomedical Data Hub (BDH)
The Biomedical Data Hub (BDH) is a National Platform that curates and maintains Singapore?s strategic research datasets, making them securely findable and accessible to researchers and innovators. BDH supports data users to discover, access and analyse research datasets, accelerating innovation. For data owners, BDH opens more collaborations and improves governance while maintaining control over data. BDH helps unlock the value of biomedical data to support cutting edge science and digital health innovations.
National Cohort Office (NCO)
The National Cohorts Office (NCO) is a national initiative, hosted by National University of Singapore Saw Swee Hock School of Public Health (NUS SSHSPH). It is setup to advocate for and facilitate competency building among cohorts to enhance the long-term biomedical research ecosystem in Singapore.
HHP Data System Joint Team is responsible for
HHP Joint Planning and Coordination
1. Support development of strategies and identify priorities and initiatives for HHP Data System. They include but are not limited to:

Improve discoverability of HHP Ecosystem data through harmonised and interoperable HHP Ecosystem metadata catalogue

Uplift research data quality and curation efforts which include but are not limited to adoption of automated solutions, data standards determination, curation training strategy.

Development of a coordinated HHP Ecosystem network comprising of data generators, nodes, and exchange platforms.

Supporting the establishment of de-identified standing repositories of curated and high-quality data.
2. Support the promulgation of best practices such as data governance, data management, data stewardship, public comms, agreements etc. with the HHP ecosystem. It could include participation in ecosystem workgroup discussions, engagements with ecosystem stakeholders such as HHP research programmes, funding agencies and ethics boards/advisory committee.
HHP Data System-related Governance
1. Support the set up and appointment of relevant governing board/ committee e.g. RIE Data System Steering Committee, Sub-committees.
2. Perform secretariat functions for RIE Data System steering committee and Sub-committees e.g. agenda forecast, notes of meeting.
3. Track progress and performance of the initiatives. Prepare progress updates, reports and presentations for RIE Data System governance and HHP-related meetings e.g. RIE Data System Steering Committee, HHP EXCO.
Job requirements
1. Minimum degree in Biomedical/Health sciences, Public Health, Data or related discipline. 3-5 years of experience in strategy, consulting, policy analysis or transformation.
2. Experience in coordinating national level strategic programmes and knowledge of the RIE domain(s) are highly preferred.
3. Strong analytical, synthesis and writing skills. Ability to synthesise complex data into clear narratives.
3. Strong coordination, stakeholder engagement and execution skills.
4. Ability to work across functions e.g. business, data and tech domains and manage ambiguities.
