The HR Division comprises of Recruitment, Planning & Policy, Analytics & Transformation, HR Operations, Talent Management, People Development & Planning Office and HR Partners departments.
As a member of the HR Analytics & Transformation (HRAT) team, you will help reimagine how HR delivers value to A*STAR. Through data, systems, and human-centred design, you will shape next-generation HR processes and digital tools that empower employees, streamline operations, and drive evidence-based workforce decisions across the organisation. This role works closely with HR departments, ITSS Division, and other business stakeholders to enhance HR systems, simplify workflows, and design technology-enabled solutions that support A*STAR's mission of attracting, developing, and retaining top scientific and corporate talent.
Key Roles and Responsibilities
HR Systems & Solution Design

Lead and support requirements gathering to understand HR business needs and dependencies.

Translate needs into clear functional/non-functional requirements.

Evaluate and propose HR Tech solutions (in-house or outsourced) that are user-centric, AI-driven, and aim for zero manual entries.
Process Re-engineering and Service Design
- Apply design thinking to identify pain points, map user journeys, and co-create solutions.
- Review existing HR processes and systems to identify opportunities for improvements and where AI or automation can reduce touchpoints to improve user experience.
Digital Implementation & Testing
- Participate in end-to-end testing and ensure user-centric workflows.
- Conduct change management through presentations, user guidance, and SOP updates.
- Support AI-enabled features and ensuring users understand new AI-driven workflows
Automation & Digitalisation
- Develop digital workflows using tools like Power Automate, Python, Power Apps, Microsoft Forms.
- Propose AI-driven solutions, including integrating AI Agents, generative AI Prompts, and LLM-powered components.
- Maintain and improve existing automation scripts and tools.
Data, Reporting & Insights
- Build and maintain dashboards using Tableau and Power BI.
- Partner with stakeholders to define reporting needs and deliver meaningful visualisations.
- Leverage AI-assisted analytics to derive trends and automate insights to support decision making.
Stakeholder Management
- Present confidently to large groups and communicate complex ideas clearly.
- Manage diverse stakeholders across HR, business units, and partner teams.
- Liaise with external vendors to oversee solution delivery, timelines, and performance.
Qualifications & Experience
- Degree in Computer Science, Information Systems, Engineering, or related field.
- Minimum 3 years' experience in business analysis, HR/enterprise systems solutioning, or digital process transformation.
- Hands-on involvement in at least one full software development lifecycle (preferably Agile).
- Experience with vendors, IT partners, or service delivery teams.
- Experience in applying AI use cases within HR such as Agentic AI, AI Chatbots and understanding the LLM architecture to configure context-filtering mechanisms.
