The HR Division comprises the Recruitment, HR Planning and Policy, Talent Management, HR Analytics, HR Operations, HR Partners and People Development & Planning Office departments.
Deputy Director, Talent Acquisition
The Deputy Director will provide strategic leadership for ASTAR's end-to-end talent acquisition function, shaping workforce outcomes and strengthening ASTAR's position as an employer of choice.
Key Responsibilities

Provide overall leadership and direction for the talent acquisition function, setting strategy and priorities aligned with organisational goals;

Lead, develop and inspire a high-performing recruitment team, fostering capability building, accountability and continuous improvement;

Drive effective and forward-looking talent acquisition strategies across multiple recruitment channels to meet current and future workforce needs;

Partner closely with senior stakeholders to anticipate talent demands, provide strategic advice and deliver timely hiring outcomes;

Build and sustain a strong, diverse talent pipeline to support A*STAR's long-term talent needs;

Establish, review and govern recruitment policies, frameworks and processes to ensure robustness, consistency, efficiency and a positive candidate experience;

Champion process improvement and innovation by streamlining recruitment workflows and embedding best practices across the organisation; and

Oversee outreach initiatives, employer branding efforts and strategic partnerships to enhance A*STAR?s profile as an employer of choice.
Requirements
-
Preferably 10-12 years of relevant HR experience, with substantial experience leading talent acquisition teams in a dynamic, fast-paced environment;

Demonstrated leadership capability, with a strong track record in people management, coaching and driving organisational or cultural change;

Strong business acumen with the ability to engage, influence and negotiate effectively with senior stakeholders; and
-
Excellent written and verbal communication skills, with the ability to articulate strategy and drive alignment across the organisation.
